On January 23rd, 2024, Helsinki time, the European Chemicals Agency (ECHA) announced a new batch of substances of high concern, and the list of SVHC was officially updated to 240 items.
The newly added SVHC substances are as follows:
In addition, ECHA also revised the entry of dibutyl phthalate (DBP) which was previously listed in SVHC list because of reproductive toxicity and endocrine disrupting properties (human health), and added the reason for listing: endocrine disrupting properties (environment).
If the goods exported to Europe contain this newly added SVHC substance, the manufacturer or importer of the goods shall fulfill the obligations related to SVHC within 6 months after January 23, 2024.

According to REACH regulations, if the content of SVHC in all products exceeds 0.1%, it must be explained to the downstream:
When the content of SVHC in substances and preparations exceeds 0.1%, SDS； conforming to REACH regulations must be delivered downstream;
If the content of SVHC in the articles exceeds 0.1%, the safety instructions must be sent downstream, including at least the name of the SVHC. Consumers can also make similar requests, and suppliers should provide relevant information free of charge within 45 days;
When the content of SVHC in the articles exceeds 0.1% and the export exceeds 1 ton/year, the manufacturer, importer or sole representative of the European Union must also submit a notification of SVHC to ECHA. If it is a new SVHC substance, the notification obligation shall be completed within 6 months after the substance is added to the SVHC list.
In addition, from January 5, 2021, products exported to Europe containing more than 0.1% SVHC will not be put on the market until SCIP notification is completed.
